Course Goal

The purpose of this course is to provide tactical team leaders with a strong foundation to develop, lead and mentor tactical operators. This course provides the tools to effectively manage their unit and specialty programs. 


Course Description

This course is designed for the tactical leader, newly promoted or experienced leader.  This course is designed for both the first and second line supervisory level.  Honest and open dialogue using operational debriefs and after action reviews will be used to reinforce our overall objective, to provoke thinking and continued evolution of tactics and operations.  The theoretical part of the course helps a leader understand how knowledge is both critical and unique.  It equips the leader to design more efficient work models and to serve towards more intellectual problem solving.  This course is very academic in nature, what this means is a good portion of the course is spent in the classroom engaging in open and honest dialogue about the topics at hand.  The course contains proven processes from a variety of sources, from both the law enforcement and DoD special operations communities.


This is a 4-Day Course which includes the following specific topics:


MOD 1:  Leadership Principles and Development

  • Pillars and Principles of Good Leaders

  • Developing and Mentoring Personnel

  • Training Plans and Validating Unit Standards

  • Establishing Sound Unit Standards


MOD 2:  Planning and Operational Concepts

  • Tactical Theory

  • Fundamentals of Tactical Planning

  • Rapid Response Planning Process (R2P2)

  • Course of Action Development and Validations

  • Intelligence Support of Tactical Operations

  • Risk Management vs Risk Mitigation

  • Briefing Concepts and Standards


MOD 3:  Command, Control and Communications (C3)

  • Fundamentals and Importance of sound C3 Operations

  • Coordination with other Agencies

  • Conducting Joint Operations

  • Integrating Air Operations in Support of Ground Operations

  • Tactical Operations Center (TOC) Duties and Responsibilities


Validation of Processes – CULEX

  • Culmination Exercise to reinforce all the Terminal Learning Objectives (TLO’s) in a scenario based training exercise


Additionally, customized training modules can be developed to meet a more standardized long term program management requirement.  This customized program of 10-day to 30-day training requirements can be delivered in monthly or quarterly 5-day intervals.  This option is available upon request and it is completely tailored to the needs and requirements of the requesting unit/agency.

  • Understand and apply effective leadership attributes at the unit level

  • Understand the differences of and how to balance “managing” programs with leading your personnel

  • Understand how knowing tactical theory relates knowledge to action; effective problem solving within the organization

  • Comprehend the importance of tactical intelligence ISO tactical operations and apply the principles of R2P2 and briefing

  • Assess the effectiveness of your tactical organization in a critical yet constructive manner through the application of proven processes

  • Apply the fundamentals of effective C3 and understand the importance of utilizing force multipliers ISO tactical operations


Learning Approach

The course of instruction is designed for instructor and student collaboration.  There are lessons and modules which are the foundation that will be discussed in depth as a group.  In these courses, the instructor does not take on the role of the all-knowing subject matter expert (SME) imparting knowledge to the end users.  The instructor’s role is to establish an environment geared towards higher learning and to share relevant knowledge and experiences and to guide or provoke thoughtful discussions.  It is not the role of the student to sit passively and simply absorb information, it is the student’s role to seek out new knowledge and share relevant knowledge and experiences with the other students.  The primary learning objectives taught and discussed in the classroom will be reinforced even further in dynamic and realistic training scenarios.



Active Law Enforcement or Military and have been a tactical operator for more than 3 years with your department/agency and are currently occupying and/or slotted to occupy a leadership position within your organization.
